Ok I'll put my two cents in. Yes US midwives are taught to cut nuchal
cords if they are so tight the baby cannot be delivered through the cord
which I was also taught (summersalted). You put two clamps on the cord and
cut it; you need to be careful because it's so tight around the baby's
neck. In about a 1000 births I think I've done it once because if it's that
tight there will probably be significant decels and this mom may end up
with a cesarean birth.
