The place where libraries fit within an overall portfolio of
responsibilities is one that constantly exercises people - the many places a
public library service may be put within the structure of a local authority
illustrates this (and is reflected in other LIS sectors as well). It is
perhaps refreshing that the McIntosh portfolio is different from the one
that libraries (and we mean mainly public libraries and the British Library)
normally find themselves lodged at within the DCMS structure. I think that
there could and should be a great deal of synergy between broadcasting,
press and censorship and the libraries briefs for instance. The
Communications Bill is currently going through parliament and marks a
fundamental change to the governance structure of information and
communications. This perhaps is a harder-nosed side to the DCMS portfolio
than the arts, culture and heritage we are used to. However if we think
information is our profession then it could and should be an exciting place
to be. I only hope that the new Minister will facilitate an increased
understanding between broadcasting and libraries and the whole area of
information governance that it opens up. We must be careful not to lose the
closer relations that we have enjoyed with the Department for Education and
Skills recently, and continue to value our partnerships with the Arts
Council of England, notably expressed in our joint sponsorship of the
Reading Agency. The future certainly looks interesting - let's try and make
it rewarding in all senses of the word as well!

The latest DCMS Press Release, just forwarded by Resource, has Lord McIntosh
of Haringey as responsible for libraries, rather than Estelle Morris. It
would be interesting to learn what plans CILIP, Resource and other bodies
have to cultivate these "new" people.
