The Home Nations Forum, set up last year at the instigation of cilip hq, has
to date, conducted quite substantial discussion which has been, in my view,
both professional and useful.
As a result of differing political institutions (and in our case, currently
absent political institutions) there are regional differences which
profoundly affect not just library and information provision, but also
matters relating to museums, archives, the arts, music, etc etc. The
contribution of expertise from both cilip Scotland and cilip Wales to the
debate around these issues has been critical and should not be
underestimated. Our discussions continue and I feel that we all contribute
with a view to taking the sector and the services it provides, forward in
the most effective way we can.

Is it too much to expect a mature and professional discussion on an
important topic for debate from an observer of the sector, without

image that we cant sensibly discuss topics which are meant to help
and take
forward the sector, without being reduced to insult.
One does have to wonder as to why there has been so little debate on
this
topic, at least to the degree of that on 'Belly Dancers'!!

I was rather hoping that someone else from west of the border and
with more
clout than I have (not difficult) might have joined in this
discussion by
now.
My personal opinion is that it is difficult enough for us in Wales
to get
our
own institutions up and running and "bedded down", in what are still
comparatively early days for devolved government, without fresh
attempts to
herd
us back into UK-wide agencies. (I think we can imagine what would
happen to
Welsh ideas and initiatives under such a scenario - we've been there
before!)

Thanks very much for giving me the chance to let rip on a Friday
afternoon - libraries are a devolved matter in Scotland and this
suggestion that Scottish services and the Scottish Executive might
somehow support this notion is a deluded fantasy.
SLIC and CILIP in Scotland are appalled at the contents of Overdue
which
has the institutional arrogance to speak for the UK, whilst
blatantly
ignoring the policy context and very excellent service development
north
of the border.
