Hi Claire,
No we don't have a specific e-resources purchasing policy at Surrey. The only thing we do do is always check reading lists to see if any of the texts are available as an e-book from NetLibrary. We will usually buy one or two "short loan" e-texts to supplement the print ones.
I would be very interested to hear of the results of your research (I expect lots of people are saying that!).
