We use Ebsco for our ejournals and printed journals at Brighton and Sussex
University Hospitals NHS Trust. It is your responsibility to do the initial
set up (or registering) with the publishers, but after that, Ebsco do the
managing. They use Ebsco online through which your users can access the
journals easily. The registering does take some time (several weeks in some
cases!). Last I heard, Ebsco were trialing the idea of them doing the
registering for the librarian (at a cost!), but I'm not certain how this
would work as the licensing agreement is between the library and publisher.
My suggestion would be to get the Ebsco rep to come down and see you.
However, I do know that they are very busy at the moment as a lot of people
are switching from Swets to Ebsco due to pricing - and Ebsco have been taken
a bit unawares by the sudden increase in custom.
