Exactly my view. When I studied cataloguing we had it drummed into
us that the point of the exercise was to help users to find
resources. If in doubt about how to treat a resource then start to
think about how your users will want to be able to find it. If you
consider that it has utility both as a journal and as a database then
treat it as both.
I would add however that most users will want to approach a journal
by its title, rather than as part of an aggregated service.
