It was launched last year with this comment in the CNO bulletin:
'2. Getting on against the odds
Leadership development remains high on the Government's agenda. The NHS
Leadership Centre, part of the Modernisation Agency, was established
just over a year ago to implement the commitment made in the NHS Plan to
'deliver a step change in the calibre of NHS leadership'.
Getting on Against the Odds is a practical learning resource produced by
the NHS National Leadership Centre. Aimed at managers and clinical
professionals, it supports the development of nurses, midwives and
health visitors from black and ethnic communities.
The candid resource features the triumphs, successes and struggles of
black and ethnic nurses, midwives and health visitors. It offers
solutions, options and a way forward.
Most importantly, it should make us consider what part we will each play
to ensure that black and ethnic nurses, midwives and health visitors are
enabled to take on NHS leadership roles within our diverse workforce and
communities.'
NT today reports that the contract of the nurse who was leading this
initiative is not being renewed, which is causing concern. Her work
will be subsumed into a separate NHS Leadership Centre project -
Breaking Through- which is aimed at all NHS black and minority ethnic
staff.
The Commission for Racial Equality has also arranged a meeting with the
NHS Leadership Centre later this month re the lack of action on
encouraging leadership in black and minority ethnic staff.

Thanks to Fiona for raising the issue of Spectrum and whether CILIP
should develop its own form of Spectrum for implementation in the UK.
Spectrum is a US scheme that provides 50 bursaries annually to people
from minority ethnic communites to enrol on professional LIS courses,
and then provides them with mentoring opportunities to advance their
careers. I am pleased to say that you can now respond to the
consultation from the CILIP website and download the accompanying

CILIP has an objective in this year's Corporate Plan 'to examine the
feasibility of a bursary scheme for library staff from black and
minority ethnic backgrounds, to enable them to study for professional or
paraprofessional qualifications, and to include mentoring and leadership
training (similar to the ALA's 'Spectrum' initiative- see
http://www.ala.org/spectrum). CILIP acknowledges that a wide range of
partners will be needed across sectors.
This was discussed at the HLG committee meeting, and we decided it would
be useful to hear from the wider membership about :any experience of
current similar initiatives, views on how to implement this initiative
successfully,or comments on the project.
