There's been a lot of discussion on this on the GEM JICSmail list in the
past and you could look up the records on the Jiscmail website
(http://www.jiscmail.ac.uk/lists/gem.html and search for 'policies');
however the basic principle of involving staff in formulating and agreeing
the policy is generally accepted to be the best way of producing the
document. A toolkit on the SWMLAC website at
http://www.swmlac.org.uk/mli/policy.htm was written in 2001 and may help you
in this process.
