As I understand it (and this is a personal opinion), s22 of The Education Act 1994 would come into play here. I doubt whether many students would agree that a university was taking "such steps as are reasonably practicable to secure that any students' union for students at the establishment operates in a fair and democratic manner" if they will not let the SU know who their members are.

These issues are as yet just a discussion here, but whilst I can see a
number of advantages of such an arrangement for the Union, I can't as
yet see any for the University (to the contrary, just increased risk).
Does anyone disagree?
