Dialogue on Regulation for Network Economies (WDR). The
e-Brief keeps you informed of new documents and ongoing
discussions on our website and features information and
comment of interest to the regulatory community. Please

Report on the 2002 WDR Dialogue Theme Released:
Designing Next Generation Telecom Regulation:
Convergence or Multisector Utility
The final report on the 2002 research theme, ICT
Convergence Regulation or Multisector Utility
Regulation, is now available for download from the WDR
website. Authored by Anders Henten, Rohan Samarajiva
and William Melody, the report critically examines the
main alternatives being considered for the next phase
of telecom regulation. It provides an assessment of
evidence and a framework for analysis that will assist
countries in examining the issues, options and
implications, as they establish the policy objectives
and design the structure of their own next generation
telecom reform.

Dialogue Theme 2003: Stimulating investment in network
development
The Dialogue Theme for 2003 will focus on investment
and the roles of the regulator in helping to stimulate
investment in network development. This arises not only
from the desperate need for network rollout in most
developing countries, and the concerns for broadband
upgrading in developed countries, but also from the
drying up of investment funds for the telecom sector in
the wake of the ICT sector stock market collapse and
the corruption in the US industry. Key questions for
consideration will soon be posted on the WDR site at
http://regulateonline.org/. You will be invited to
comment on these questions in the Online Dialogue at
http://regulateonline.org/dialogue/ under the topic
Dialogue theme for 2003.

WSIS: WDR/LIRNE.NET associates to describe "Visions of
the Information Society"
The second global preparatory meeting for the World
Summit on the Information Society will be held in
Geneva, February 17 to 28. As a contribution to the
meeting, the ITU has commissioned a series of six
papers aiming to present various perspectives and to
examine a number of key themes on the information
society. Two WDR/LIRNE.NET associates are involved in
the project.
Professor Robin Mansell, holder of the Dixons Chair in
New Media and the Internet at the media and
communications programme at the London School of
Economics and Political Science will present a paper
examining the information society from a developed
country perspective. Bruce Girard, who directs WDR's
internet strategy, is co-author, with Sian S Siochrz,
of a paper titled Information Wants to be Free, which
examines issues of communication rights in the
information society.

Books: Networking Knowledge & Global Media Governance
Two books with significant contributions from WDR staff
are available. WDR researchers Rohan Samarajiva and Amy
Mahan are co-editors, with Robin Mansell of the London
School of Economics, of Networking Knowledge for
Information Societies: Institutions and Interventions.
With more than 50 contributions, the book is a
comprehensive overview of the problems and prospects
for information societies. Amy Mahan also collaborated
with Bruce Girard (editor of the e-Brief and director
of WDR s internet strategy) and Sean S Siochrz of
Global Media Governance, a book about media and
communication governance at a global level and its key
influencing forces, elements and organizations.
