OPERACIÓN DIGNA Actions - October 31 until November 2, 2003. 

The Mexican State of Chihuahua is the most dangerous place to be a young
woman 
in the Americas. In the last ten years, in Juarez and Chihuahua City, some
275 
women have been murdered and at least 250 more have disappeared. 

The responses of the Mexican authorities up to now have been ineffectual. 
Legislation dealing with sexual violence and disappearance is lacking. False

evidence and false accusations of guilt mar too many investigations. The
right 
to life, to due process and to justice has all been violated time after
time. 

For several years, the families of the victims have led protests against the

violence and against the failures of the Mexican government to find the 
criminals and protect the citizenry. JUSTICE FOR OUR DAUGHTERS a Chihuahua
City-
 
  
   
based group emerged in 2002 and is working locally, nationally and 
internationally to promote justice and human rights in Mexico and to bring
an 
end to the violence. They currently face aggressive opposition from the
Mexican 
authorities, including beatings, torture, defamation and false arrests. 

Amnesty International recently issued a report on the situation and has
called 
for concerned citizens worldwide to express concern to the Mexican
government 
about the violence. 

Concerned citizens around the world are planning a wide variety of actions
to 
coincide the Mexican celebration of Day of the Dead. Street protests, vigils
in 
front of Mexican consulates, cultural events and religious services to 
commemorate the victims will take place between October 31 until November 2,

2003. 

OPERACIÓN DIGNA will complement these actions by offering opportunities to 
participate in the actions on line. 

OPERACIÓN DIGNA will launch a virtual sit-in against the Mexican Government 
on October 31st, 2003. 

OPERACIÓN DIGNA will net.cast the UCLA conference on the Maquiladora Murders

featuring presentations by Marisela Ortiz of Bring Our Daughters Home,
mothers 
of the disappeared, human rights activists, filmmaker Lourdes Portillo and 
playwright Eve Ensler LIVE from 10/31-11/2. 

OPERACIÓN DIGNA will offer a pre-recorded interview with Lucha Castro, 
attorney for JUSTICE FOR OUR DAUGHTERS in Mexico for anyone to download and 
listen to. 

OPERACIÓN DIGNA will include an on-line bulletin board listing ALL street 
actions in support of JUSTICE FOR OUR DAUGHTERS scheduled for the Day of the

Dead.

rights lawyer who was assassinated in 2001.

El estado mexicano de Chihuahua  es el lugar más peligroso para ser mujer de

las Américas. En los últimos diez años unas 275 mujeres han sido asesinadas
y 
al menos 250 han desaparecido en Juárez y Ciudad Chihuahua. La respuesta de
las 
autoridades mexicanas a estos hechos no ha sido eficaz pues no se han
respetado 
las leyes existentes. Más aún, la legislación vigente en ese país adolece de

lagunas relacionadas con las desapariciones y la violencia sexual. El
proceso 
de investigación judicial y peritaje técnico de estos crímenes ha estado 
viciado de pruebas y de acusaciones falsas. El derecho a la vida, el derecho
a 
la seguridad y a la justicia han sido principios violados continuamente. 


Durante años las familias de las víctimas han emprendido numerosas protestas

contra la violencia con el objetivo de exigir a las autoridades que se
castigue 
a los responsables y se proteja a la ciudadanía. JUSTICIA PARA NUESTRAS
HIJAS 
surgió en 2002 en Ciudad Chihuahua y  es un organismo que trabaja local, 
nacional e internacionalmente en apoyo a la justicia y los derechos humanos
en 
México con el propósito de poner fin a la violencia. La organización 
actualmente confronta una férrea oposición por parte de las autoridades 
mexicanas que ha dejado como saldo agresiones físicas, tortura, difamación y

arrestos simulados. 

Amnistía Internacional recientemente publicó un informe sobre la situación 
donde exhortó a la ciudadanía global a que expresara su opinión sobre la 
violencia que padecen las mujeres mexicanas ante las autoridades competentes
de 
ese país. 

Ciudadanas conscientes en todas partes del mundo estan organizando acciones
que 
coincidirán con la celebración mexicana del Día de los Muertos. Protestas 
callejeras, vigilias ante los consulados mexicanos, eventos culturales,
misas 
para conmemorar a las víctimas ocurrirán del 31 de octubre hasta el 2 de 
noviembre del 2003. 

OPERACIóN DIGNA complementará estas acciones al ofrecer la oportunidad de 
participar en varias acciones en la red. 

OPERACIóN DIGNA difundirá una manifestación virtual contra el gobierno 
mexicano y el tribunal supremo de Chihuahua el 31 de octubre, 2003; 
   
OPERACIóN DIGNA trasmitirá por internet la conferencia en la universidad de 
Los Angeles sobre la situación en Juarez y Chihuahua, con presentaciones de 
Marisela Ortiz de Nustras Hijas de Regreso a Casa, las madres de las 
desaparecidas, varios activistas de derechos humanos, la cineasta Lourdes 
Portillo, directora de Señorita Extraviada, la dramatista Eve Ensler, EN
VIVO 
del 31/10 - 2/11. 

OPERACIóN DIGNA ofrecerá una entrevista pregrabada con Lucha Castro, abogada

de JUSTICIA PARA NUESTRAS HIJAS que podrá ser descargada vía Internet. 

OPERACIóN DIGNA incluirá un boletín en la red con una lista de TODAS las 
acciones públicas en solidaridad con JUSTICIA PARA NUESTRAS HIJAS
programadas 
para el Día de los Muertos.
