Subject: The Bush doctrine: right or wrong?
SUMMARY
The war on Iraq reinforced a core truth of the new century: the United
States's sense of its national interest affects the whole world. But what do
Americans themselves make of their administration's new national security
strategy? In this edition of www.opendemocracy.net we launch a passionate
debate that will involve some of America's - and the world's - most
influential thinkers.
To begin, Charles Pena argues that Bush's attempt to secure American
domestic security through international action is deeply flawed; Philip
Bobbitt, by contrast, thinks that the dangers of weapons proliferation and
terrorism require the US's global engagement.
Plus: an Israeli view of the roadmap, new fiction from Kenya, a cybernetic
view of free-market ideology, two diaries from Israel/Palestine, and our own
Caspar Henderson all at sea in the Arctic.

The Bush Doctrine - right or wrong?
WORLD OR HOMELAND? US NATIONAL SECURITY IN THE 21ST CENTURY
The Bush administration's commitment to worldwide military intervention in
pursuit of democracy is dangerous, draining, and self-defeating, says
CHARLES PENA, director of defense policy at the Cato Institute.

AMERICAN SECURITY FOR A NEW WORLD: A REPLY TO CHARLES PENA
Charles Pena recommends a disengagement from the world that would entail
even greater danger for the homeland, says PHILIP BOBBITT, former advisor to
Bill Clinton

WHY I'M A SUPPORTER?
"Our democracy has been debased and so have most of our media outlets, going
for the easy lowest common denominator, the quick jab for the lazy, reflex
arousal jag of pure sensation. Humanity deserves better. And that's why I
subscribe to openDemocracy."
Brian Robinson

PEOPLE FLOW: MIGRATION IN EUROPE
Two fresh voices join our debate. Author of 'Race, culture and difference'
ALI RATTANSI deconstructs the hidden language of race underpinning Anthony
Browne's argument, and CEM OZDEMIR, the first parliamentary representative
in the Bundestag of Turkish descent, asks whether Germany can achieve a
working multiculturalism.

Israel/Palestine - Old Roads New Maps
AN ISRAELI VIEW: START WITH TWO SEPARATE ROADMAPS
Can the roadmap succeed? Only if each side separately, and boldly, acts to
follow its own path away from violence - and thus find itself on a shared
'road' further down the line, says YOSSI ALPHER.

BEFORE THE ROOSTER CROWS
PETER KIMANI'S first novel is a harrowing tale of a young man's odyssey
through African inequality where prostitution, murder, racism and the deep
wounds of colonialism still fester. openDemocracy presents an exclusive

A World Of Ideas
THE ROUTE TO CAPE FAREWELL: AN ARCTIC DIARY
For two weeks Globalisation editor, CASPAR HENDERSON, is posting regularly
from on board the 93-year old ship Noorderlicht - sailing to the Arctic.
This innovative expedition fuses art, film and science to monitor and
communicate the impact of global warming.

IDENTITY & TELEVISION: EUROPE ON SCREEN
The EU's Television without Frontiers Directive sought to encourage the free
movement of programming within the internal European market. But at its
heart are questionable assumptions about the desirability of a single,
shared European culture, argues RICHARD COLLINS

MARKET FUNDAMENTALISM
The market economy and fundamentalist religion are alike in their search for
total mind control. President of the American Society of Cybernetics,
ALLENNA LEONARD, advocates systems thinking as a route to liberation.
