SUMMARY
The war on Iraq reinforced a core truth of the new century: the United
States's sense of its national interest affects the whole world. But what do
Americans themselves make of their administration's new national security
strategy? In this edition of www.opendemocracy.net we launch a passionate
debate that will involve some of America's - and the world's - most
influential thinkers.

To begin, Charles Pena argues that Bush's attempt to secure American
domestic security through international action is deeply flawed; Philip
Bobbitt, by contrast, thinks that the dangers of weapons proliferation and
terrorism require the US's global engagement.

Plus: an Israeli view of the roadmap, new fiction from Kenya, a cybernetic
