I have always been quite happy with an old FORTRAN77 package from CERN
called FFREAD. In intialization calles to the package the user defines
keywords associated with a 1-dimensional array.
Then FFREAD is called to read the data and modify words in the arrays as
indicated by the data records.
For example,
FOO 5.3e6 5=33. 2*5. 2=3
will, assuming the keyword FOO is associated with the real array F(10)
set F(1) = 5.3e6
F(5) = 33.
F(6) = 5.
F(7) = 5.
F(2) = 3.
CERN makes this and other packages available under the GNU GPL.
