Service Provision (OSD) FSP
Objectives of the Programme:
The Department of Health Service Provision is responsible for contributing
to the improvement of health systems performance through analysing,
monitoring and advising Member States on the most effective approaches for
affordable quality service provision and resource generation (human,physical
and technological). OSD is also charged with providing decision-makers with
policy-relevant information on the organization and performance of health
systems, which include documentation and analysis of different approaches to
utilization, access, coverage (UAC), provider performance (PP), and hospital
efficiency in health systems.
OSD is currently actively engaged in the development of appropriate
framework and measurement tools for provider performance, and in assessing
it in selected health regions. OSD expects to stimulate a movement within
health care systems, which will lead to systematic improvements in the
performance of health care provision.
The aim of this work is:
a) to develop valid, reliable, feasible and comparable indicators of
provider performance.
b) to evaluate the pertinence of incorporating specific indicators in
tools for assessing provider performance (efficiency and quality), as
well as exploring the techniques used in the collection of data,
understanding data limitations and devising methods to minimize them. A
comprehensive analysis of existing data from various available sources
will be performed.
Description of duties:
The incumbent will assist OSD in its provider performance work by:
- Contributing to the development of statistical models for measuring
the provider performance with available data, and understanding effects of
various health system factors on the variation in provider performance
across countries and sub-national units.
- Applying epidemiological concepts and methods to the statistical
analysis of health care data.
- Managing and analysing large data-sets (hospital datasets and other
health care based data) aiming at identifying suitable indicators.
- Developing a strategy for collecting data about the health system
characteristics that will be used as an explanatory variable for
understanding provider performance.
- Analysing and describing data sources used in selected countries,
identifying data collection limitations and devising methods to
minimize them.
- Writing reports on the analysis and methodological papers.
- Supporting and responding to queries from countries.
- Performing other duties that will advance the work of the
Department.
The incumbent will work with OSD staff working on provider performance. S/he
will be expected to liase with other groups within OSD, EIP and WHO as a
whole as the need arises. The incumbent will report to Coordinator, Health
Facilities and Services Provision FSP/OSD.
Education:
Masters degree in either epidemiology, public health, economics or any other
field that strongly focuses on analytical and quantitative methods,
calculus, statistics, and information sciences.
Skills and Competencies:
Knowledge of epidemiological methods and biostatistics as well as
proficiency in the use of STATA and SAS with capacity to learn new
statistical packages as and when needed. Ability to interact with
individuals and groups working in related areas within the Organization and
in other concerned groups.
Experience
Some work experience in health services research and/or epidemiology..
Languages
Excellent English; other UN languages desirable.
