Not have ever done anything like this my thoughts and
guidance is rather
                vague.

No problem spring to mind for people with learning
difficulties/disabilities
other than maybe a degree of supervision and guidance.

I am not best placed to advise on the needs of VIP's, I'll
leave that one to
John et al, although I would think once in a position to do
the fine digging
then as long as guidance is provided to the local all should
be well.

Safety issue may but not sure be an issue when machinery is
involve but
otherwise with a bit of deaf awareness people who are deaf,
deafened or hard
                of hearing should be OK.

Access for mobility impaired people may be the stumbling
point (excuse the
pun). From what I have seen (on TV) dig site are usually
very muddy.
Therefore mobility around the site may be difficult. There
may also be
issues of having to step over things rather than rolling
over them.

An interested party would need to be willing to get dirty
and may have to
seek assistance from time to time however with a bit of
thinking on the part
of the team nothing is impossible.

I hope this helps but I don't think it will ;-)

                Regards
