That's right Vin, but it was not Marcus's fault, the original email from
ODPM gave the wrong link. I actually found the files by using the search
facility on the ODPM Website with the same results as you.

Background notes:
The Building (Amendment) Regulations were made on 17 October
2003 and laid
before Parliament on 27 October 2003. The main provisions
in SI 2003/2692,
relating to the new Part M of the Building Regulations 2000,
come into force
on 1 May 2004.
ODPM Circular 11/2003 and Approved Document M: Access to and
use of
buildings, 2004 edition, were both published on 5 November
2003. The new
Approved Document comes into effect on 1 May 2004.
The purpose of the Circular is to:
a) draw attention to the Amendment Regulations and explain
the changes they
make to the Building Regulations 2000
b) explain the coming into force and transitional
provisions, and
c) announce the approval and publication of new Approved
Document M.
The Circular does not give advice on the technical
requirements of Part M,
because these are matters covered in the Approved Document.
