CONVERT is also a can of worms regarding licences. IRAF, IDL, Fitsio, GIF
and Netpbm spring to mind. I think an attempt
is made in the CONDITIONS file to clarify only the situation with IRAF.

A brief interjection for information. The provenance of Figaro is
hopelessly complicated and most of it does not belong to Starlink.
Consequently I'm unhappy about putting any copyright or licence statements
in it, and have never done so. For the same reason I'd be a bit unhappy
about any blanket statement at the top of the Starlink collection of the
`I'm the conditions which apply unless the individual packages say
otherwise' variety (since, Figaro doesn't say otherwise).
