If the directory name is important then Administration or Packaging may be
good directory names for distribution stuff.
For classic applications, the main makefile highlights several categories
for software, perhaps these should be the directory names for the classic
software,
1. libraries
2. examples
3. utilities
4. packages
5. applications
6. admin
7. odds
You would have to look at the makefile to see which applications fall under
which category.

I can't see why there is such a big deal over what to call various
directories, when all we need is a README file in the CVS root to inform
people of:
1. What the directories contain.
2. How to checkout the various modules.
3. How to build it.

Nah, nah... the name "distribution_utilities" doesn't necessarily imply
that its contents cannot be distributed (after all autoconf etc are
distribution utilities which *have* been distributed). I'd go for
"private".
