If you're talking about the Scisoft set (http://www.eso.org/science/scisoft/)
the USSC's omission is probably more than just politics:
1. the Scisoft FAQ suggests that the SCISOFT CD is almost full,
presumably leaving insufficient space for a copy of the USSC
2. Scisoft is issued for HP-UX as well as Linux and Solaris
Not to say it wouldn't be possible to get some Starlink items on,
though the FAQ also says:
IMPORTANT: please note that we cannot handle external requests
for additions to Scisoft.... The content is decided for the
organisation.
