I think you'd have to call it a bug, but it may well be a bug in
RH9 rather than anything of ours. Very likely it is to do with thir
X/WM customisation stuff. It happens with the default WM setup as
well as a non-default one that I've been using for years (FVWM2),
so will be widely seen by people using these applications (I don't
know what other apps will be affected, probably some in KAPPA and
DATACUBE at least).

It makes it a bit difficult to use, since with the wrong cursor it's
not clear where the active spot is, so it's hard to mark points.
Once you've worked out the trick with moving the cursor off then on
the window to get the right pointer back it's no more than annoying.
I've got little idea where to go to fix this or to diagnose it further,
it's the kind of deep X stuff that I don't know much about (is Brian
on this list?) though I imagine PGPLOT and GWM are the places to start.
I can imagine it being a hairy job and potentially causing knock-on
effects - I don't think it would be worth holding up production of
the CD while we tackle it, though it may be worth mentioning in
release notes.
