For what it's worth, I came across a page at

describing quality processes for the EDG software effort.
Amongst other potentially useful things, it includes a document
<http://edms.cern.ch/document/331457> describing the software they're
using, and it includes Bugzilla and CVSweb. They seem to have sorted
out procedures for shortish-timescale distributed software development,
and it might be worth copying them.
