However, that link is to a year old version (note the 2002) instead
of the current one. The somewhat cryptic document naming scheme makes
it easy to get things like that wrong. I suggest that the most
robust way to link to the current version of the draft is to not
specify the particular version (as your link does), but to go through
the the current-version link on the J3 site. That way you don't
have to change your link every time a new version comes out (of
course, we hope there won't be many more new versions before the
actual standard, but the principle applies).
Specifically, I suggest using the link that Van posted, which is
<ftp://ftp.j3-fortran.org/j3/doc/standing/007>
instead of the version-specific (and year-old)
<ftp://ftp.j3-fortran.org/j3/doc/standing/2002/02-007r3>
