Seems to be one, if you click on the link you will automatically open
Outlook Express and go to the server it most likely will stop you from
downloading the newsgroups list because the server seems to require
authentication but since you seem to be inside the perimeter it will
possibly let you in.
For that you must speak to your system administrator or just try your
usual password it might also work.

Can not help you either but bear in mind that it is a solution for
people who can not accede directly to newsgroups. It is a clutch not a
feature.
