Easiest (what I do these days) is go to Google Groups, get a free
login, and read and post to the groups I'm interested in.
Most ISPs provide news as a service.

Some email clients are news-capable, so, although the news messages
wouldn't get mailed to you, you may be able to access them via a
similar interface.
In some situations, mailing lists are ported to newsgroups.
