Peter,
As far as distribution goes Webstart appears to be a good mechanism. When
you have downloaded the applications once, you can then use them
independently of the browser. On Windows you can have the applications in
the start menu. Version control is also a feature, new versions are
automatically downloaded. Software distribution is advertised purpose of
Webstart, I think it is a must have.

I used the JDK on /stardev when testing yesterday (so that's 1.4.1) and
it all seemed to go OK, so I doubt switching to 1.4.2 will help, but, it's
probably a good time to start moving to 1.4.2 (and JAI 1.1.2) anyway...

These files are nothing to do with webstart, they have just never been
created correctly before (so are not new, just previously missing). The
export targets of libraries and applications are just the local content
and are not self contained (so are of use only with a full installation).
If you want to try the webstart downloads see the QUICKSTART doc I added
to the CVS tree (src/docs/webstart), these are full downloads.
