It was infact one of the recommendations of the (most recent) Naylor
review that we adopt an issue tracker system, in other words adopting
a bug tracking system is something we _have_ to do.
However, Tim also said that he wanted AstroGrid and Starlink to adopt
the same issue tracer system, so users don't have to deal with two
different ones. So you have to talk to the AG2 people first...
Personally I'd go with RT (http://www.bestpractical.com/rt/), which is
used by CPAN amongst others and is a seriously bullet proof piece of
code.
