Doesn't that depend on what control/influence the in-house HR people have
in setting the house rules? The ones I'm familiar with insist on lists of
'essential' and 'desirable' criteria. You just don't get on the shortlist
without fulfilling the essential ones no matter what your covering letter
might say. Flexibility is provided by making the essential list very
short! The distinction ought to be clear to any applicant from the job
description.
