Why don't you contact a local physio provider, they may well be able to provide you with some data showing the benefits espeacially if they are already undertaking such a service. Could save you some legwork.

You need to do a cost benefit analysis of all your musculo-skeletal sickness
absence, time lost costs from accidents / GP appts etc. Come up with a huge
figure, show them the costs of physiotherapy based on the average number of
referrals for those meeting the referral criteria over the last 2 years or
so.
Dont stop there! - we have implemented physiotherapy and active rehab as
recommended by the FOM and its doing really well. For those interested we
are presenting it at the Association of College's Health and Safety
Conference on Wednesday in Solihull.
Best of luck

Subject: Physiotherapy Business Proposal
I am attempting to formulate a business proposal for the introduction of a
physiotherapy service into the OH services section of the company I work
for. If list members could guide me as to what I need to consider or point
me in the right direction towards useful links, I would be extremly
grateful. Kind regards, Sue Mclaren
