Perhaps because they don't have the capacity themselves?

Australian Museums On-Line is an example of what can be achieved, initially
with large amounts of goodwill rather than cash.
It all depends on having the basic records (and on a computer system) in the
first place, of course. Getting the resources for basic documentation is
always the biggest stumbling block.
