Dear Louise,
We registered last year for access to these titles and, yes, we do not give
out the username/password. It negates the benefit of an online journal but
our users must come into the library for access. We have the following note
in our catalog record:
Restricted to single workstation at Briscoe Library Information Desk
(station #libstf54). Username/password required and library staff will sign
in user.
The restriction to a specific workstation is simply to have access near the
staff at the Information Desk.
We have had a few complaints from users but most are just happy to have any
access, particularly when our print issues are at the bindery.
One tip I can give you is to login before accessing the journals. Going to
the full-text/PDF link and then trying to login can cause problems.

When you follow instructions to register, you see the following:
"Register to get access to your journal subscriptions and account
information on-line (current subscribers only). Please enter your customer
account number and subscriber number, which can be found on your journal
mailing label. You will then enter a user name and password that will give
you access to your subscription on-line. DO NOT give out your user name or
password, as this will void your subscription. "
That last sentence is the interesting one - am I interpreting this correctly
in that we can have access but can't allow anyone to have the username and
password for access?
