I agree with your points. If this is to be included, then it needs to
include the variety of access arrangements that are in use such as those you
refer to. Perhaps this area is better treated as a part of a broadened
'Management' Information scheme.
Any thoughts from those who are not running SMRs HERs? National bodies?
