Dear Anna et al,
one of the curiosities last time was that Norway was expected to join and didn't.
Both when the EU expanded and when east Germany joined the west, special returns
were made to HEFCE in HESES etc and student status changed. There was a need to
identify these students in greater detail for one year only.
But with higher fees coming, will we gain many Polish students long term?
