The list may be interested in a course that is being run in November. It is
exclusively focussed on intense light sources, and will deal with safety,
legislation and use of these sources. It has a half day (Friday 21st
November) for medical physicists (and anyone else interested!) on a 'core of
knowledge' on ILS. The Saturday is a self-contained day on all aspects of
the safety, use, inspection and legislation of ILS sources. I have attached
some information on this course.

The regulations indicate that the protocol for use must be drawn up by a
medical practitioner EXPERT IN THAT USE OF THE LASER/IPL. This protocol is
not acceptable if drawn up any old GP. It must be an expert in the field.
If the beautician or other non-medical user operates outside of the
protocol and damages the client, they will be personally responsible. As I
understand it, if they operate within the protocol and damage a client,
then the medical practitioner responsible for the protocol will bear some
personal liability, so drawing up the protocol is not to be taken lightly.
The regulations were drawn up with beauticians especially in mind. Many
hundreds of them were functioning with no control and a small number of
clients were certainly suffering short term, if not long term damage. The
regulations now mean that the establishments are visited, and the user
training - the most important part of safe use - is verified, and tested
for its coverage of essential safety information. The protocol they
function under is just one component part of the controls now in place.
