Dear Colleagues,
Following last Thursday's SUSCAG meeting at which it was agreed
I would try to co-ordinate comments on the above two documents, I
attach the latest draft versions of same.
I would be very grateful if heads of HEI repositories and/or university
records managers could respond to me as soon as possible with
their comments on the documents and how workable they are as a
basis for implementing the records management aspects of FOI
legislation in Scottish HEI's.
Detailed textual comments and suggestions as well as strategic
issues will be welcome. For example, in Edinburgh's case I would
say it is unrealistic to achieve universal file plan and registration
arrnagements as suggested in section 3.1 of the model action
plan. On the strategic side my personal view is that the resource
levels required to achieve compliance by 2005 have been under-
estimated.
Unfortunately, there is now very little time left before the documents
are finalised and recommended for approval by the Scottish
Information Commissioner. The Scottish Executive's FOI
implementation group's records management sub-group is hoping
to finalise the documents on 7th January so it is important that we
make our voices heard and if possible try to amend the documents
to take account of the very different nature of the HEI sector.
In practice it may be difficult to influence the code itself at this
stage via the RM sub-group but it may also be worth considering
whether we should recommend to the Information Commisioner
that the HEI sector would like to have further time for consultation
on the code and will be developing our own model action plan.
Please give me your thoughts on these various points by 13th
December at the latest.
