My view is the cat is already out of the bag- the internet is out there so
the best we can do is to encourage best practice with some kind of
certification or recommendation- I know the problems the internet poses to
essay marking but the difficulties could hardly be any worse than they are
now and unless anyone has a good idea on how to police the internet, not to
mention the prerequisite idea of how to convince the overwhelming majority
that policing is desirable, and then getting them to agree on how to
implement a plan- you get the idea...
