We are looking at a possible PFI for a library in Bexley (not the whole
service). Responses from anyone who has experience of running such a
service, or is well on the way, would be very helpful, and I will
summarise if there is interest.
Particular questions are:
1. Does the PFI contractor run the whole service from the building, i.e.
independently of the library service and using their own staff, or,
2. Does the contractor manage the building only, with the actual library
service provided by library staff?
3. If the contractor runs the whole service, how are contract issues
dealt with; e.g. additions/changes to required services, sanctions for
poor performance, etc.
4. Is there an issue over PFI services counting as local
authority-provided from the point of view of library standards? i.e. if
the service is not directly provided by the council, can it be counted
for statistical purposes?
I gather Brighton and Hackney are providing (some) services via PFI and
would be very interested to hear from them.
