My belated military advice also suggestes that this was used for
mounting a gun or mortar covering both road and railway. Apparently
there's a website (sorry, I don't have details) dealing with WW2
defences.

The closest we have come up with is the spigot mortar mount shown in
the CBA
20th century defences in Britain book (2nd ed. 2001, p.92). We do like
the
'Trojan Mine' concept though.
Have you tried pouring water down the tubes to find out if they go
anywhere?
