The Canadian Coordinating Office for Health Technology Assessment
(CCOHTA) is establishing a roster of qualified reviewers for the Common
Drug Review (CDR) process and is requesting expressions of interest
from qualified persons who are interested in conducting therapeutic or
pharmacoeconomic reviews on a contractual basis. All submissions will
be considered. Only proponents who meet the requirements outlined
below will be included on the roster.
BACKGROUND:
CCOHTA, funded by the federal, provincial and territorial governments
is responsible for providing information to decision makers on
pharmaceuticals and health technologies. In September 2002, the
Canadian Health Ministers approved the establishment of the permanent
CDR process at CCOHTA for reviewing prescription drugs on behalf of
participating federal/provincial/territorial (F/P/T) drug plans. The
goals and benefits of the CDR process include a reduction in
duplication of effort and a consistently high level of rigour in these
reviews.
CCOHTA will conduct or commission the clinical or pharmacoeconomic drug
reviews, beginning in early 2003. These reviews will be used by the
Canadian Expert Drug Advisory Committee, a national expert advisory
committee, in making common listing recommendations to each of the
participating F/P/T plans which in turn will make their own listing
decisions.
Reviewers will be required to critically appraise materials submitted
by the manufacturer (both published and unpublished studies) and to
independently (with the assistance of CCOHTA professional librarians)
identify other relevant published studies and to appraise them.
Templates and guidelines have been developed to guide the reviewers and
to facilitate the preparation of reports of consistent high quality.
REQUIREMENTS:
Proponents will be selected for inclusion on the roster based on the
following requirements:
Essential qualifications/background:
• A degree from a recognized university or equivalent professional
qualification in pharmacy, medicine, clinical pharmacology is required
for clinical reviewers, or/and
• A degree in health economics/pharmacoeconomics is required for
economic reviewers.
Depth and range of experience:
• Experience in critical appraisal or literature evaluation or
provision of drug information and preparation of written reports is
essential. A minimum of 2 years experience is required.
• Experience in assessment of health economic outcomes (e.g., QALYs,
etc) is desired.
• Ability to write clearly in English is essential.
Other qualifications:
• Ability to meet tight deadlines—i.e. to prepare written reviews
within a one-month period
• Knowledge of the Canadian health care system
Absence of conflict of interest (Note: this will be determined prior to
each contract on a drug by drug basis.)
• Compliance with CCOHTA’s Conflict of Interest Guidelines will be
determined prior to each contractual agreement. Each reviewer must
disclose any existing or potential conflict of interest.
SUBMISSIONS:
The initial roster of qualified reviewers will be based on expression
of interest submissions received at the CCOHTA offices by Friday,
December 13, 2002. Submissions received after this date will be
accepted and reviewed for regular roster updates.
Interested persons should supply the following:
• Résumé
• A statement of qualifications outlining relevant experience in
analyzing/critiquing drug information and preparing reports
• A sample of (or excerpt from) an evaluative report about a drug (s),
written in English, no longer than 4 pages
• References
