Seems like the right proceduere.

The question is then who to do it! 

Because of the importance of the case - it is U.S.-  I think it is a
matter for the DC management in collaboration with this GOV WG. This
means e.g. Makx (who knows a lot about DC GOV WG) and one he pick from
the DC GOV WG  and who can advocate for endorsing Dublin Core in
eGOV-area.

Alternatively - if the the above proposal is rejected - I can contact
Elliot, whom I have mailed with before.

well, it seems here is what we need to do:

identify and establish US contact (most likely from OMB) with the help
of
eliot and our dc-gov rolladex,
exchange information/documentation,
establish liason,
arrange meeting on management level and 'scientific' (i.e. working ;-)
)level.
