Call for Expressions of Interest
COLLECTION OF BASELINE DATA RELATING TO THE IMMIGRATION AND ASYLUM ADVICE
SECTOR
The Immigration Research and Statistics Service (IRSS) is a research unit
within the Research Development and Statistics Directorate (RDS) of the Home
Office. IRSS undertakes research to inform the development of asylum and
immigration policy in the UK. Current and past work includes for example,
research on the information networks and decision making of asylum seekers,
access to early legal advice in the asylum determination system, and the
integration of refugees.
Some of this work is undertaken internally but the majority is contracted
externally through a competitive tendering process.
We are currently inviting expressions of interest for the above project, the
aims of which are to collect both quantitative and qualitative data as a
'baseline' that will be measured again in 2006. The data that IRSS requires
relates to the immigration and asylum (legal) advice sector. The baseline is
required for an evaluation of the Office of the Immigration Services
Commissioner (OISC) which will take place in 2006. The baseline is necessary
in order to measure the impact(s) that the Commissioner has had on the
advice sector.

When responding please supply a short summary of the relevant experience of
the proposed research team. This should include details of recent research
projects, research areas and publications, demonstrating methodological
expertise and relevant subject knowledge. This will be used to help IRSS
select a shortlist of organisations to whom an invitation to tender will be
sent.
As this is a short deadline, please respond by e-mail. Only the above
information is required. No proposals are required at this stage.
Expressions of interest should be returned by noon on Monday 18th November
2002.
The invitations to tender will be sent to shortlisted organisations in the
week commencing 18th November 2002. Completed tenders are to be returned by
18th December. Data collection is expected to start in January 2003. The
duration of the project is expected to be six months.
