Influencing Social Policy - What role for the National Action Plan on Social Exclusion?
A discussion seminar organised by The Poverty Alliance
9 December 2002, Glasgow
10am - 12pm
Along with the other member states of the European Union, the UK Government is committed to producing a National Action Plan on Social Exclusion (NAPincl) every two years. These plans, the first of which was produced in July 2001, report on the strategy and objectives that each Government has that will promote social inclusion.
Despite the importance of these plans in addressing social exclusion within each member state across the European Union, there is relatively little awareness of the existence of the NAPs. One of the four objectives of the NAPincl is to 'mobilise all relevant bodies' in the development of the plan, which potentially gives an opportunity for people affected by poverty or their organisations to directly influencing anti-poverty policy.
This seminar will look at the extent to which the NAPs can be used by organisations in Scotland to influence the development of policy. Three areas broad areas will be considered:
* The origins, content and structure of the UK NAPincl, and it's strengths and weakness.
* The relationship between the Scottish Executive's Social Justice strategy and the NAP and how the Executive is contributing to the NAP 2003.
* A consideration of the UK NAP in the broader European context and the opportunities it presents for influencing social policy.
Speakers include Kay Barton of the Scottish Executive and Fintan Farrell, Director of the European Anti-Poverty Network
