far and away the best book is "The Development of Transportation in
Modern England" by W T Jackson published by Cass (Cambridge Univ Press)
1916 - my edition is dated 1962 - it has a huge bibliography
There is another book that I have but cannot find at the moment about
the development of Local Government in England - I think by Feiner
