Oh pardon me, I guess we'll just have to agree then with whatever the DoH throw at us, so long as there's money attached! Maybe you're that sort of pragmatist John, and I can hardly blame you for that, or is it simply that you're just not much in the mood for discussing anything these days?
I actually think that the DoH are very open to any new ideas of how to improve things, and they recognise that different solutions may be required for different departments. So as others have suggested, "see and treat" in its present guise may not suit every department, and it might be pragmatic, rather than "intellectual", to explore other avenues.
