Abstract
Since 1997 both political language and policies have changed, with a
new emphasis on countering "social exclusion" as well as tackling
poverty. This presentation, drawing on material from a new book,
"Understanding Social Exclusion", which John Hills co-edited, will
look at: competing definitions of social exclusion; evidence on its
extent and nature; whether a focus on social exclusion changes the
policy context and; how well current policies match up to the
problems.
John Hills is Professor of Social Policy and Director of the ESRC
Research Centre for Analysis of Social Exclusion (CASE) at the
London School of Economics. His research interests cover issues
connected with income distribution and the welfare state, particularly
social security, housing and taxation. His publications include New
Inequalities: The changing distribution of income and wealth in
the UK (editor); The State of Welfare: The Economics of Social
Spending (co-editor); and Private Welfare and Public Policy (co-
author).
