Senior Researcher/NDTRS Co-ordinator
The Health Research Board (HRB) is a statutory body that contributes to
health and social gain through research, information, and strategic
thinking. The HRB promotes, commissions and conducts medical,
epidemiological and health services research in Ireland.
The Drug Misuse Research Division (DMRD) of the Health Research Board is
involved in national and international research, information gathering and
dissemination on drugs and their misuse. The DMRD oversees the maintenance
and development of an epidemiological database on treated drug misuse in
Ireland i.e. the National Drug Treatment Reporting System (NDTRS). The
objectives of the NDTRS are to provide reliable information on people who
are treated for problem drug use, and to examine trends and patterns in
problem drug use. The DMRD is also the designated Irish Focal Point for
the European Information Network on drugs and Drug Addiction, co-ordinated
by the European Monitoring Centre for Drugs and Drug Addiction.
A Senior Researcher is required to co-ordinate the NDTRS, carry out
research in the area of drug use in Ireland and to manage national and EU
contracts undertaken by the DMRD.
Responsibilities of the Post
Oversee the maintenance and development of the NDTRS, including:
* supervision of NDTRS staff,
* review and update NDTRS data forms, guidelines and protocols,
* monitoring the accuracy and comprehensiveness of the database
records,
* liaison with personnel at the Dept of Health and Children and Health
Boards
* initiating and maintaining contact with providers of drug treatment
services
* assisting in the training of data collection personnel for NDTRS
requirements
* promotion of the NDTRS at national, regional and local level
* providing regional and local area statistics for service providers
* co-authoring NDTRS publications,
* facilitating research using NDTRS data.
In addition the senior researcher will be required to:
* Carry out research on drug misuse from inception to publication both
independently and as part of a research team.
* Collection of information and statistics on indicators of drug
misuse.
* Promotion of the collection of information on drug issues at
national and regional levels, particularly in relation to the key
indicators of drug misuse.
* Research, preparation, and co-authorship of a National Report on the
drug situation in Ireland each year for the EMCDDA.
* Preparation of Standard Tables on Drug Misuse for the EMCDDA.
* Representation of the DMRD in national and international forums.
* Research, preparation, and co-authorship of DMRD publications.
Reporting Relationship
The Senior Researcher will report to the Head of the Drug Misuse Research
Division.
Competencies
* A research-based higher qualification with at least 6 years research
experience, preferably in the drugs area
* A proven publications record
* Expertise in quantitative and qualitative research methods and
experience of using associated computer packages is essential e.g. SPSS,
NUD*IST. Knowledge and experience of using Microsoft Word, Excel and
Powerpoint
* Project management experience
* Highly motivated person, with an ability to produce high quality
results within tight deadlines
* Excellent interpersonal skills
* Excellent verbal and written communication skills
* Must be able to work both as a team member and independently
* Must be willing to travel within the EU
Conditions
The post is permanent and pensionable, subject to the completion of a
satisfactory probationary period. Salary in the range of EUR47,602 -
EUR58,339 will be offered.

Conditions
The post is offered on a five-year contract, subject to a satisfactory
probationary period. The post will be graded at Research Officer within
the HRB job family structure and the salary scale is EUR36,403 -
EUR44,363.

involved in national and international research, information gathering and

characteristics of people who are treated for problem drug use, and to
examine trends and patterns of problem drug use. The DMRD is also the
designated Irish Focal Point for the European Information Network on drugs
and Drug Addiction, co-ordinated by the European Monitoring Centre for
Drugs and Drug Addiction.
A Data Analyst is required for collating, entering and analysing NDTRS
data. The post also involves assisting in the interpretation and
commentary upon statistical output.
Responsibilities of the Post
* Log NDTRS forms sent out and returned from each treatment centre
* Keep a record of any queries that are received from the centres
either for analysis on the data returned or general queries
* Sort and file NDTRS forms by Health Board, Centre and Client Number
* Assist in the distribution of a sufficient number of NDTRS Forms,
Protocol, Coding Guide and Street Index for Area Residence codes
* Check for and remove duplicate NDTRS forms
* Check for consistency in the responses on the NDTRS forms, code
responses, enter data into SPSS Data Entry
* Builder and clean the data for any inconsistencies
* Provide the appropriate statistical output at a national and
regional level, assist in the interpretation of this output and provide
any necessary commentary
* Statistical output may also be required for individual treatment
centres when requested
Reporting Relationship
The Data Analyst will report to the Senior Researcher/NDTRS C0-ordinator.
Competencies
* Honours degree in a health or social-related discipline with 2 years
data analysis experience, preferably in the drugs area.
* Knowledge and experience of using the statistical software package
SPSS and SPSS Data entry Builder
* Knowledge and experience of using Microsoft Word, Excel, Access and
PowerPoint
* Excellent interpersonal skills
* Verbal and written communication skills
* Must be able to work both as a team member and independently
Conditions
The post is offered on a three-year contract, subject to the completion of
a satisfactory probationary period. The post will be graded at Researcher
I within the HRB job family structure and the salary scale is EUR31,477 -
EUR35,179.
