The National Council for Voluntary Organisations (NCVO) would like to invite
expressions of interest in relation to the following piece of work. For a

1. Background
On 25th June 2001 the Treasury announced their priorities for the 2002
Spending Review (SR2002). These included:
* Delivery of high quality, efficient and responsive public services; and
* Improving the quality of life in both urban and rural areas.
Seven initial cross cutting reviews were also announced including one to
look at the role of the voluntary sector in providing public services.
Following a consultation period, the review has now been completed, and was
published last week.
2. Purpose
The main purpose of this evaluation is to assess the impact and notional
attribution of NCVOs activity and outputs through the consultation period,
up to and beyond the announcements from the Treasury. This evaluation should
also enable NCVO to identify institutional learning from this experience,
primarily around its established campaign, policy and lobbying approaches to
achieving change.
