JOINT COUNCIL FOR GENERAL QUALIFICATIONS
STATEMENT FROM THE JOINT COUNCIL
ON THE INQUIRY INTO A-LEVELS
The Awarding Bodies welcome the Secretary of State's announcement that there
will be an independent inquiry into the grading of the 2002 A-level
examinations. The Awarding Bodies will co-operate fully with that inquiry,
making available whatever information is requested. The Awarding Bodies
are committed to open and transparent support for the work of the
independent inquiry.
The Awarding Bodies accept completely that it is their responsibility to
make awards in which the standards are consistent from year to year. The
Awarding Bodies are confident that their awards in 2002 were rigorous and
fair and in line with previous years. All concerned in the awards acted
with professional integrity.
Students are at the heart of the examining system and they can be assured
that all measures were taken to protect their interests. There will,
however, always be issues relating to individual students and schools and
colleges. The Awarding Bodies have a well-established and transparent
system of enquiries and appeals to consider such cases. Schools and
colleges have always been encouraged to use these procedures where they have
concerns about the grading of individual students.

the Awarding Bodies in England, Wales and Northern Ireland. The bodies
