That is a view it shares with most governments around the globe, It is
reflected in the distinction between the elements 'originator' and
'contributor' in the Governmental Information Locator Service (GILS)
metadata system. If the DCMI Governmental WG hasn't taken care of this
already, I advice you to contact them.
It is important for authorities, and also for interoperability with GILS.
