PRODUCTIVITY AND PERFORMANCE IN THE PROVISION OF PUBLIC SERVICES
A major one-day conference organised by the National Institute of Economic
and Social Research (NIESR). Tuesday 19 November 2002.
With the large increase in expenditure on public services announced in the
recent Comprehensive Spending Review it has become increasingly important
to have accurate measures of public sector performance. This conference
will present a range of academic papers which deal with this important
issue.
Research into the evaluation of public sector performance can be divided
into two strands. First are studies which examine the relative performance
of producing units (e.g. hospitals, local authorities) against each other,
frequently using the techniques of frontier analysis. The second
concentrates on broad sector aggregates (e.g. health, education, total
public services), evaluating performance across time or in Britain
relative to our major competitors.
The conference will consider both strands, with a morning session devoted
to the micro analysis and the afternoon to aggregate performance. Papers
will be presented on applications of measurement techniques to a range of
public services including health, general education, higher education and
local authority service provision.
