A couple of things to check.
# /usr/pbs/bin/qmgr -c 'p s'
and see if there are any restrictions in there, max_user_run.
being the obvious one.
Also
# /usr/pbs/bin/pbsnodes -a
and see if you can see any differences with the extra cpus that
are not running. The state and properties of each box in particular.
Also it is normal to strictly run one job per cpu. Doubling
up just slows things down because of the swapping that has
to take place.
Something like
set queue L resources_default.nodect = 1
set queue L resources_default.nodes = 1
can be used to do this.

hi all,
I've got a little problem with PBS queues. We Have 16 WNs and running
two PBS queues. Though we are using all that 16 CPUs, only three or four
CUPs is being used to execute any particular job keeping rest of the
CPUs free. It's something like jobs are being shared among three/four
CUPs only. Apart from the fact that they tend to saturate a limit of 5
jobs per machine.
Any idea about how to configure the PBS to use all the CPUs?
